Safes, Vaults & Security Containers

Physical security evaluations of sensitive data centers, financial institutions, and government facilities frequently encounter high-security safes, file cabinets, and modular vaults. Evaluating the defensive capability of a safe requires understanding the certified standards governing tool resistance, delay time, and structural construction.

Two primary rating systems dominate physical security:

  1. Underwriters Laboratories (UL 687): The commercial standard for burglary-resistant safes.
  2. General Services Administration (GSA): The US Federal standard for classified material security containers and vault doors.

Underwriters Laboratories (UL 687) Burglary Ratings

UL 687 classifies safes by the tools an attacker can use and the net working time the container can withstand a direct physical attack against its door or body.

Understanding "Net Working Time"

UL test time is recorded using a stopwatch that stops whenever the attack team is not actively touching the safe (e.g., stopping to change drill bits, cool a cutting wheel, inspect a hole with a scope, or adjust a pressure rig). Therefore, a safe certified for a 15-minute net working time frequently resists several hours of real-world physical attack.

The "x6" Designation

Standard TL-15 and TL-30 safes only guarantee certified protection on the front door and faceplate within 2 inches of the door frame. The side, top, and rear walls are often composed of significantly thinner steel filled with insulating drywall or aggregate. Safes bearing the x6 suffix (e.g., TL-30x6) feature identical composite hardplate and re-enforced concrete fill across all six surfaces.


Federal GSA Security Container Ratings

The US Federal Government classifies containers and vault doors under strict Federal Specifications (AA-F-357, AA-F-358, AA-F-2815). These ratings govern the storage of classified national security information (Collateral, Secret, Top Secret, and Special Access Programs):

Entry Classification Definitions (GSA Standard)

  • Forced Entry: Attack using heavy destructive tools (sledgehammers, carbide drills, angle grinders, oxy-acetylene torches). Leaves unmistakable, visually obvious destruction.
  • Surreptitious Entry: Manipulating, decoding, or bypassing the locking mechanism or container without leaving physical evidence that is readily detectable by a casual user during normal operation.
  • Covert Entry: Technical physical penetration that leaves no evidence detectable during standard physical inspection, requiring microscopic, forensic, or laboratory analysis to discover.

GSA Container Physical Identification in the Field

When assessing GSA containers in federal or defense contractor facilities, verify container legitimacy and history through exterior data plates:

  1. GSA Approval Tag: An aluminum label riveted to the exterior front face or drawer face.
    • Color Coding: Black lettering on silver aluminum indicates factory-manufactured original containers. Red lettering indicates refurbished, repaired, or recertified containers that have undergone factory welding or recoring under federal oversight.
  2. Cabinet Body Styles:
    • Mosler Safe Company: Prominent round-cornered drawer edges, cast aluminum recessed drawer pulls, and internal drawer interlocking deadbars.
    • Diebold Incorporated: Beveled square-edge drawer fronts with integrated thumb latches.
    • Schwab / Hamilton: Modern square-profile welded multi-drawer cabinets and modular security files.
